The Symbol Tool Bar and Color Tool Bar are visible when the Combination Button is depressed.
To draw with a symbol superimposed on a color
Click the Draw On Grid Button 
Click on a Symbol Button
Click on a Color
Move mouse to grid and begin to draw on the grid.
